He doesn't care about his people and would let them die. This can somewhat give context for how empires would be run by rulers that only cared about themselves now.

      Paraphrase: He was trying to corrupt an opponent of his. Interpretation: This interesting to see that he was trying to bribe an enemy with something. He must've thought that he couldn't win and is hoping to get out of it with possibly money. This shows a change over time because people used to "fight to the death" and "die with honor" but now people are trying to cheat their way to winning.

      Paraphrase: They will get rid of any states that don't follow the peace rules. Interpretation: Why are they kicking them out rather than taking control? They could just make sure the state doesn't take arms against the whole peace treaty.

      Paraphrase: This is saying there will be no bad things happening contrary to law. Interpretation: How can they make this a rule if it is against the law in that state. If they are controlling states laws, wouldn't that make them the tyrants?
