    1. It was also proposed that the duration of Parliament should be extended from four to five years. The reason for adopting this coarse was that under our present system Parliaments seldom lasted longer than three years. In England where their legal duration was seven years, it was found, on an examination of the records of the last sixty or seventy years, that the average length of each Parliament was only a trifle over four years.
