Absent the agreement of the Association, there shall be no interna-tional play from the opening of the championship season to the open-ing of the next spring training; provided that championship season, All-Star, League Championship Series and World Series games played between Major League Clubs in the United States and/or in Canada shall not be considered international play; and provided further that each Club, subject to the limitations set forth in Article V(D)(3), above, may play exhibition games during spring training and the championship season against any non-Major League club if such games are played in the United States, Canada, or Puerto Rico and are not part of a national or international tour by a foreign club.
