White Man’s Burden
It goes back to the days of the Indians and boarding schools making them assimilate yet all that means is the white man's burden to civilize the non-whites is creating a burden of dependency on the white man, then they complain they don't want to be burdened anymore.

The "doll test" has been repeated even for the supreme court and still the preference and mindset that dark skin is bad and light skin is good is the mindset.

Systematically repressing the natives by stealing their land, killing the buffalo etc... Led to reliance on the government because their reservations were totally government controlled, then required Boarding schools, food allotments all provided by the government -which later were stripped away again -until much later the government let them rule their own lands and schools.

Even though there are no set rules on ethic studies the powers that be are trying to set laws on what is taught omitting very critical historical happenings.
