      It doesn't work to pave the whole interstate personally, or choose one particular mile of it. You could have a national election on every issue, but then you'd still have to delegate someone to be in charge of following whatever the electorate decided through.I think why this is a common saying is that there is always waste in government endless discussion over seemingly non-important issues, corruption, simple bad decisions. Despite the protests we all do about bad people in government, it has all the drawbacks of committees, the inefficiencies.

      The justices really did “ride the circuit” and hear cases around the country. The Court really didn't have a fully functional home until 1935. The Supreme Court plays a very important role in our constitutional system of government.
