When the faithless Jews heard this edict some of them were born againof water and the Holy Spirit and converted to the Lord, remaining steadfastin the faith of our Lord Jesus Christ. To them the King, out of regard for theChristian religion, restored all their possessions in their entirety, and gavethem perpetual liberty
The term "faithless" refers to Jews who have not adopted Christianity. "Born again of water" must be referring to baptism. "Remaining steadfast" means that they have become devoted Christians, and "restoring all their possessions" must mean that the individuals were rewarded after converting. So to piece it all together, Jews were most likely forced to convert, and then rewarded with both possessions and legal/social "liberty"
