      If "human intellectual effectiveness" doesn't = "ready-made conceptual frame, then how can research be designed with an intelligent approach, that moves in reasonable time, producing longrange results. How can this conceptual framework be searched out, with orientation to "the important factors of the system, the relationships among these factors, the types of change among the system factors that offer likely improvements in performance." This type of research & goals seem promising.
