The implementation of the Enterprise Work Management System for the Parks branch of PFR will be scheduled in the second phase of the EWMS Program. Significant preparatory activities are required prior to this engagement. These include requirements gathering, scoping of organizational change, asset data validation and collection, and the introduction of interim tools to manage key operational challenges in the interim while preparing operational staff for EWMS
The Enterprise Work Management System
The negotiable Request for Proposal (nRFP) was issued on April 6, 2017. The nRFP evaluation and negotiation was completed in June 2018. Based on the scope negotiation with the selected vendor (Legend Recreational Software) in June 2018, City Council approved, on July 23rd, entering into a contract with Legend based on a phased implementation timeline until 2023 and an additional budget of $7.5 million to cover implementation in years 2021, 2022, and 2023. Implementation started in 2018, and in 2019 the vendor did not meet agreed development milestones, causing significant delays and resulting in a number of extensions afforded by the City to meet go-live dates. In December 2019, the City asked the vendor to rectify the performance issues and adhere to performance KPIs to meet project milestones. The Vendor cited Force Majeure due to the COVID-19 pandemic and thus would not be able to fulfil its contractual obligations. Since then, the Project engaged in exploratory discussions with the vendor of the existing Class system to determine their ability to meet City requirements. Decision was made to pursue a competitive procurement (nRFP) to select a new vendor and was released in April 2021. nRFP closed June 8th and is currently being evaluated.

The results identified opportunities for efficiencies that could result in improved customer service levels, while mitigating risks associated to corporate visibility

It should have a small budget to be able to commission independent analysis and research and should be chaired by the Mayor in order to convene senior leaders who would be able to decide on changes to local educational course portfolios, admissions arrangements, or anything else that might be required such that they attract, train, and retain the citizens who pass through their institutions

In addition to new incentives for locating in the downtown, Windsor could also support quality of life in the downtown core by attracting new businesses through a popup shop grant program, which would allow external retail businesses to set up a subsidized temporary store in downtown Windsor as a way of testing the local market. These popup shops could help fill vacant retail spaces in the downtown area, boosting the attractiveness of the area to tourists and residents. The program would also open a path for these businesses to set up more permanent presences in the city, contributing to long-term economic growth.

Not everyone gives a rat's ass about professional sports.
A couple of interviewees suggested that Windsor had a reputation as a municipality that was heavy in red tape and unfriendly to business. The complexity of local permitting and licensing, as well as the bureaucracy involved in navigating development and new plan-ning for projects, was cited as a barrier to growth and job creation. Some interviewees had had several experiences of city engagement which were negative, and referenced delays in permit approvals and complex grant schemes as two areas to improve upon.
I know of two local businesses that both confessed on Instagram that engineering permits were delaying the opening of their enterprises to the point that they were afraid they were going to bankrupt before they even opened their doors.
Green economy and jobs. The environmental agenda and the ability of Windsor to pivot to take advantage of the green economy were mentioned by some interview-ees. Many of these remarks were in the context of green energy projects, and the transition of the auto sector away from internal combustion engines to generate and keep jobs.
I'm concerned that the 'green economy' is used in this report only in the context of automotive vehicles. Every aspect of our economies need to be re-thought as green.

I disagree with this point. We have always relied on the vibrancy of Detroit to make up for ourselves. This does not feel like a departure at all from current practice.
In order to retain and attract leading talent, the city should do more to proactively appeal to skilled workers, and invest in cultural assets that can make the city one that is more appealing for young professional and working families to settle in

Should City Council wish to create a City-Wide Invasive Species Management Strategy, it is recommended that a consultant be hired to do so. A consultant would undertake a number of steps to create a plan including: mapping of locations, best management practices for control of targeted invasive species across the City, and mitigation measures to reduce the spread of invasive species, which could be adopted by City departments. In addition, these measures could become the standard for any third party contractors who may be doing work in on City property in the area of invasive species. The City of Windsor has an approved management plan for Black Oak Heritage Park which includes invasive species management strategies and a consultant has already been hired by the City to prepare a City-wide management plan for invasive phragmites. Both of these documents will have valuable information which could be used in a City-Wide Invasive Species Management Strategy. The purpose of a City-Wide Invasive Species Management Strategy is to address issues with invasive species across the entire City and across multiple departments, not just natural areas.

It also restricts the maximum number of PLE’s in each ward to that which existed on May 1, 2018. It allows PLE’s to relocate to another location within the City, subject to the above restriction regarding the maximum number of establishments within a ward. Toronto also restricts PLE’s to be no closer than 500 metres to Woodbine Racetrack. All of the above regulations are contained within the licensing by-laws of those jurisdictions. The cities of Barrie and Ottawa have amended their zoning by-laws to set minimum buffer areas (150 metres to 500 metres) around existing PLE’s to discourage clustering and also around gambling establishments, schools, body rub parlours and treatment centres or any combination of land uses where vulnerable populations are present.

How other municipalities regulate Payday Loan Establishments The Cities of Kingston and Hamilton restrict PLE’s to one per ward while grandfathering existing establishments. They also restrict the transfer of business licences for PLE’s. It appears that the rationale in the above municipalities for restricting the number of PLE’s per ward was to reduce their number in areas considered to be populated by low income persons. It is not clear how that restriction reduces the accessibility of low-income persons to PLE’s.The City of Kitchener restricts PLE’s to two per ward to a maximum of ten citywide. It also requires a minimum of 150 metres between PLE’s and 150 metres from gaming establishments and from any addiction or gambling counselling service. Kitchener’s rationale for restricting PLE’s, taken from its Administration report to Council, was “Not to prohibit these businesses but rather to find a balance between protecting consumers and allowing these businesses to operate for those who need them.” No rationale is apparent for the distance restrictions. The City of Brantford allows a maximum of ten PLE’s. It requires minimum distancing of 150 metres from group correctional homes, mini-group homes, group homes, group residences, crisis residences, group correctional residences, medical clinics, schools and gaming establishments (unless the PLE was within the minimum distance at the time the by-law was passed). The rationale for the distance restriction other than to keep them away from “sensitive” areas

Other municipal service managers may operate in an environment where public health is a department of the municipal government. The Windsor Essex County Health Unit is an independent organization. Windsor Fire and Rescue Services and Community Development and Health Services are accountable to, and serve at the direction of City Council. Council and Administration work in the best interest of the municipality and local taxpayers.

Surprising no one, I would love to see the City take on this venture.
We call ourselves the City of Roses but should we if we refuse to fund this?
At this time, there are 6 community gardens on municipal property, several of which used to rely on United Way funding for staff resources, as well as to cover the cost of the liability insurance required by the Policy. In 2020, the United Way decided to take a different direction with their strategy and several community groups in Windsor were no longer eligible for funding. The loss of United Way funding on March 31, 2020 has already affected 4 of the 6 community gardens on municipal property. The Downtown Windsor Community Collaborative had to eliminate their staff member dedicated to their community gardens due to lost funding, but continues to run the gardens at Wigle Park, Mitchell Park, and Caron Ave Park. Drouillard Place could no longer afford the liability insurance required in the Policy and the Ford City BIA applied to take over the Ford City Community Garden. This required Administration to undertake the process of obtaining a new license agreement under Ford City BIA.
Having seen how much great work has occurred in Ford City, I continue to be disappointed that the United Way transitioned from the programs that made these gardens and other projects possible.
The General Manager stated that the report is to recommend that the Board support a resolution related to the Authority’s blue box program that will be sent to the Association of Municipalities of Ontario (AMO). The resolution will advise AMO of the preferred dates on which the Authority wishes to transition the blue box recycling program to Producers.

When the School Neighbourhood Policy was approved by Council in 2016, there was no advantage in identifying a school zone by by-law except to allow a reduced school zone speed limit; because of this, the Policy recommended school zones only in cases where a reduced speed limit was recommended. The 2019 ASE regulations to the Highway Traffic Act allow a new option that had not been previously considered: implementing school zones –even without speed limit reductions –specifically in order to allow automated speed enforcement.
If ASE is pursued, there will be a greater demand to declare more school zones in the city. Presently there are only 4.

The City already has awarded an RFP for two co-generating plants, one at Huron Lodge and the other at the WFCU Facilities.
Also, both the WFCU and the Aquatic Centre were investments in infrastructure that demands a great deal of energy. Both decisions to build these buildings were contentious and there are many residents who disagreed with their construction, especially as they were built at the expense of smaller facilities in low-income neighbourhoods.
Participation of private equity or capital funding does not exclude the City or its affiliate EnWin being a co-investor or owner and any, or all, of the new entities
If private entities are created, will we not find ourselves in the same position as the City is now with Enwave?

Agreed. The City should look into purchasing the assets from Enwave.
There are currently no City policies to encourage or require major renovation or new construction to use District Energy. There arelimited sales and marketing effortsand no approved business plan to drive growth. The new City Hall will be connected, however, recent major renovations by the University in the City Centre currently have no plansto connect. Even more surprisingly is that the recent Casino expansion did not connect.
This is troubling.
