They were exiled in France with their cousin Louis XIV, (their mother, Henrietta of France, was french and a catholic). James reverted to catholiscm, but Charles just enjoyed the religion.

And because the king holds his office directly from God, resisting the king is like resisting God

Even though the sovereign had the final word, it made people feel included and/or important through making decisions on their country.
