    1. help to bring affected children out of poverty and to persuade boys and men not to father children whom they cannot support.

Awful take, simultaneously misandrist and misogynist

    2. the purpose of licensing parents would be not only to identify vulnerable parents but to generally enhance the status of parenting.

You don't have to be formally abusive to be a parent that could do a little better. Education will help with that for everyone. Are you saying you don't want to try harder for your kids?

    3. The shift of protective services for children from an adversarial criminal focus after children have been damaged to a preventive focus would reduce the need for extensive interventions years later.

Ruining the lives of bad parents doesn't help the children they hurt. We need leading indicators.

If we try to fix broken machinery only once an accident occurs, we incur both the cost of the new parts, and our worker's injury.

    4. failure of that parent to fulfill a contractual commitment to the child with revocation of a license rather than on a quasi-criminal action, as is now the case.

This is important because, among other things, asking a child to judge whether they want their parent to deal with the legal system (and whether the legal system will agree with them or the parent) for the child to get help, is very stressful and unfair.
