Well, because the human mind tends to work on stories and on individual cases and on anecdotes. And this is true at all levels of intelligence. We think in terms of individual cases and we think in terms of stories.
Evidence is much less natural and you have to be trained to accept evidence as more compelling than individual stories. Although evidence doesn't appeal to the emotions or appears much less to the emotions. And so evidence has a lot going against it.
And you need to lean against the psychology, both at the individual level and at the organizational level.
