The impression I get throughout this discussion is that coordination must be established before segments/tones can affect each other, but then here and elsewhere they say that it's the entire constellation that informs the timing of the tone gesture, not just the gestures that it's immediately coupled with.

Is this the same for segments? Do non-coupled segments affect each other's timing?
