I have never seen or heard this word before so to further my understanding of the passage I had to look it up. The word shorn means,"trimmed, clipped, or shaved." With the knowledge of what the word shorn means, I can interpret that Theodore Roosevelt believed that privilege did not belong in the industrial sector and should be stripped of it's power in the political world; meaning those with some kind of privilege should not be able to get a leg up in the political or industrial world just because they have something that not everyone else does.
