simple: all people need friends and enemies. the more people are alone/frustrated/bored/underloaded, the more greedy/needy people become in their search for friends and enemies... and then comes the propaganda, and offers an enemy/problem and a friend/solution, and the greedy people instantly say "yes!", because finally they have hope to fix their loneliness/frustration/boredom...
