    1. The greater obstacle to including shifting cultivation within the new conservation paradigm, in the eyes of both development professionals and conservationists, is not, we suspect, the illegibility of its patchy landscapes or the complexity of its management, but its dynamism. Change is what defines the system as shifting cultivation: annual cropping is moved from plot to plot every year or two; as forests regrow in one sector, they are felled in another. Can so much change be tolerated in a conservation landscape?
