I recommend working with academic librarians since many of us serve as liaisons to disciplinary departments. These liaisons could help spread the word and reinforce academics' familiarity with PKP as a publishing option.

Consider working with the 2.5% Commitment group. They are leading a movement to organize libraries to direct some of their funding to support open infrastructure.
