In a contest with Thomas Miller, an ambitioustrader and tobacco planter who wanted to crack down on smugglers, collectcustoms duties, and gain favor with proprietors, Thomas Culpeper, asurveyor, sided with the poorer settlers.

      Note that Culpeper's Rebellion involved Thomas Culpeper organizing an informal militia to oust Thomas Miller, a petty tyrant with an armed guard.

      There is obviously a class division at the root of this dispute.
