state’s responsibility to protect the safety of its citizens so policing falls to the states and the federal government cannot suspend habeas corpus (protection from unlawful imprisonment)

Is clarity between the relationship of the Constitution and the Federal Government. That if the ("paperwork") Constitution doesn't specify it the power to be delegated by the Federal Govt, that power belongs to the state and/or the people. This comes in handy when there are concurrent powers(powers shared between the state and federal govt, the tenth amendment with come into play to divide the specifics.Limiting the powers of the Fed Govt.

One could conceivably argue that just as these personal decisions about medical procedures are insulated from the state power, so, too, should be the decisions someone makes about whether to receive a particular kind of psychiatric or psychological treatment.
Except states regularly infringe upon these rights and/or limit/remove the means of exercising such rights
