      Órgano decisorio de la disolución

       En todos los casos es el Rey quien decreta formalmente la disolución, de conformidad con lo previsto en el artículo 62.b CE (Corresponde al Rey... convocar y disolver las Cortes Generales). Por eso, la disolución aparece publicada en el BOE como real decreto.
      
       Con ello se sigue la regla general del Derecho comparado y de nuestro Derecho histórico. Sin embargo, la actuación del Rey es en todos los casos obligada. En los primero casos (disolución automática) la decisión le viene impuesta por la propia Constitución. Se trata, por lo demás, de unas situaciones fácilmente verificables en la realidad. En los segundos (disolución voluntaria) quien decide realmente es el Presidente del Gobierno. Nótese que el artículo 115 utiliza un tono imperativo para referirse a la actuación del monarca: "El Presidente del Gobierno... podrá proponer la disolución... que será decretada por el Rey".
      
       Por tanto, ni el Rey puede decidir por sí mismo la disolución ni negarse a firmar el decreto de disolución cuando sea requerido para ello por el Presidente del Gobierno o por el Presidente del Congreso de los Diputados. Las facultades formales que el artículo 62.b CE reconoce al Rey deben entenderse necesariamente en relación con lo dispuesto en los artículos 99.5 y 115.1 CE, de los que se deduce sin ambigüedad que se encuentra en una situación de estricta vinculación.
      
       La impresión anterior ha sido corroborada por el artículo 2.2 de la Ley 50/1997, de 27 de noviembre, del Gobierno, en la medida que atribuye al Presidente del Gobierno la facultad de proponer al Rey, previa deliberación del Consejo de Ministros, la disolución del Congreso, del Senado o de las Cortes Generales.
      
       La intervención del Consejo de Ministros es preceptiva pero no vinculante, es a efectos de ser oído pero sin capacidad decisoria. El Presidente del Gobierno, en concordancia con el liderazgo que le reserva la Constitución, está legitimado para decidir por sí mismo, sin tener que sujetarse al criterio de los restantes miembros de su gabinete. Por eso en todas las disoluciones de este tipo producidas se ha hecho constar el carácter simplemente deliberativo del Consejo de Ministros.

    1. Bean an tSeanduine - Sean Nós 2

      ‘Bean an tSeanduine’ features all of the conventions of the malmariée genre we have previously encountered in ‘An Seanduine Cam’. Also, it is a good example of the speaker blaming her parents for her plight, which is another regular feature of this song type.

      As well as being one of the finest examples of the genre, it is perhaps the most well-known and commonly sung, owing in large part to the simplicity and catchiness of its monosyllable end-rhymes.

      As well as Ó Tuama, Meidhbhín Ní Úrdail has written about the common features of the chanson de la malmariée. Her article ‘The Representation of the Feminine: Some evidence from Irish language sources’ in Eighteenth-Century Ireland/Iris an Dá Chultúr is a rich source of information on the topic. In ‘Bean an tSeanduine’, we have a fine example of what Ní Úrdail calls the description of ‘the plight of a beautiful young woman, trapped in an unhappy marriage to an impotent elderly spouse who is ignorant of her mental and physical frustration’. However, when we consider the particular humour of this song, we can identify how it serves to empower the female speaker.

      ‘Bean an tSeanduine’ differs from ‘An Seanduine Cam’ in that there is no third-person narrator. Like ‘An Seanduine Cam’, the humour of the song relies on a ridiculing of the old man, although here the young woman herself is his detractor. Each of his brags meet a witty riposte. When he claims wealth, she calls him a miser, and when he wonders what would become of his if he died during the night, she jokes that death is an immanent danger. When mockery of this kind is voiced by the female speaker, it serves to empower her, and inspire in the listener a sense of sympathy and respect.

    1. An Seanduine Cam - Corn Uí Riada 2016

      The song’s first two verses are spoken by a third-person narrator. In its humorous exaggeration, the first verse caricatures recognized conventions of arranged marriage. This narrative consciously situates itself in a genre whose familiarity to the listener is a necessary part of the humour. It addresses the economic incentives which were the major precipitating factors of marriage arrangements in rural Ireland during the eighteenth century. It also invokes the misery which such marriages often visited upon young women.

      In his essay ‘Love in Irish Folksong’, Seán Ó Tuama identifies among typical features of the malmariée genre that ‘a young woman speaks (in the first person) of her anguish,’ that ‘the description of the husband can be unbelievably grotesque and ribald: he is humped, crippled; he coughs, grunts, whines at night; most of all, he is cold as lead, important, and completely fails to satisfy her desires’, and that ‘she discloses that she is going to leave him for a young man’ (149). ‘An Seanduine Cam’ provides clear examples of all of these traits.

      Moreover, because these tendencies find expression in a debate form, and are redoubled in response to the unfeeling man, the resistant character of the put-upon young woman is strongly emphasized.

    1. Echoing an old observation in activism about the “tyranny of structurelessness” (Freeman, 1972), power became difficult to contest when you remove the mechanisms to contest action. New visitors who didn’t immediately resonate with the space were turned off from the cold vision of geeks silently co-working next to each other. Longstanding members became frustrated by frequent clashes between hotheaded personalities. Then there were issues about what went where. Who didn’t put the hand drill back in the bin? Technology was a source of drama, particularly when commitments were discussed on email lists or in passing and then forgotten. Who said they would get the laser cutter running? Although sufficiently meta and informal to be palatable to members, it was hardly a smooth way to run an organization.

      Hemos tenido inconvenientes similares en HackBo, particularmente con los visitantes. Para ellos es difícil percibir el valor del espacio y pagar por algo incompleto, que no ofrece un servicio o productos específicos, más allá del espacio mismo y contar con un lugar donde trabajar en proyectos incompletos.

    1. James Bay hydro-electric project
      The James Bay hydroelectric project proposed to construct watersheds along the eastern shores of the Hudson Bay from James Bay to Ungava Bay in Canada. This distance is approximately 750 miles. It would alter nineteen waterways and create 27 reservoirs (Linton, 1991). The first phase of construction, called La Grande River phase, was planned to generate more than ten megawatts, which is the equivalent of roughly ten nuclear power plants. This portion of the project would require large impoundment reservoirs, comparable to the size of the state of Connecticut. The James Bay hydroelectric project was the first “mega-scale hydroelectric project to be built in the sub-Arctic.” The project was proposed in the early 1970s, at a time when “physical and social environmental effects were not taken into significant consideration” (Hornig, 2000). Due to its timing and lack of environmental assessment and research, the James Bay hydroelectric project was compared to the Mackenzie Valley pipeline proposals of Arctic Gas and Foothills within the Berger Inquiry. At the time, during the 1970s, there were few people who actively opposed the construction of the James Bay hydroelectric plant. They included the Cree inhabitants of the area and some environmental activists. However, during the 1980s, after the completion of the La Grande River phase, opposition became more frequent and more apparent as concerns about environmental impacts became more well-known.

    2. Methy Portage

      Methy Portage, also known as Portage La Loche, is a passageway between the Churchill and Athabasca Rivers (Encyclopedia of Saskatchewan). The portage was the main connection between the Hudson Bay drainage area and the Athabasca-Mackenzie (Marchildon). Many traders and explorers crossed this path. The portage has 19 kilometers of flat level land before travelers reached a vertical 180 meter drop into the Clearwater River (Encyclopedia of Saskatchewan). Because the path was arduous, traders usually only spent about 2 kilometers on the portage. The portage made trading easier in terms of location, but the strenuous path made carrying furs and other goods difficult (Marchildon 112). Men crossing the portage would often have to carry their canoes along the portage. Owners of trading companies had difficulty maintaining a crew to carry goods across the portage. In the 1830s, The Council of the Northern Department banned the hiring of Indians at the portage, which many chose to ignore (Marchildon 114). In 1842, horses were introduced to carry the load, but the horses often died of emaciation. In 1850, oxen were common for moving goods along the portage. In 1870, the cart road was rebuilt. In 1883, the portage was no longer needed because of the invention of steamboats (Encyclopedia of Saskatchewan).

Học ngành kiến trúc nhưng thay vì say đắm những bản thiết kế, chàng trai này lại dành đam mê cho phim ảnh. Để chia sẻ những góc nhìn của mình, anh bắt đầu viết bình phim, lập diễn đàn về phim. Chưa thỏa mãn, Nhật Linh tiến tới tìm hiểu, tiếp xúc với nhiều khâu trong quy trình làm phim, từ chụp ảnh hiện trường, viết kịch bản, sản xuất, làm đạo diễn (ĐD) hậu trường, phó ĐD và giờ là ĐD. Tình yêu phim ảnh trong Linh được chắp cánh khi anh là người đầu tiên nhận học bổng của quỹ Ford cho chương trình Fellowship for Film Production và là sinh viên Việt Nam (VN) đầu tiên được nhận vào khoa sản xuất phim tại trường điện ảnh hàng đầu của Mỹ: Đại học Nam California (USC). Năm năm sau khi học xong về nước, ở tuổi 37, Nhật Linh trình làng bộ phim truyện điện ảnh đầu tay và lập tức ELBNCA gây tiếng vang.

Kierkegaard was a strong proponent for the individual against “the crowd” and has some serious discussion of the importance of aesthetics and ethical behavior. The snag is that often we do not know exactly how we did it: a system just “sort of evolved” into something minimally acceptable.       Quizás si no había esta animosidad y división entre Tlaxcala y Cholula, los dos grupos pudieran juntarse contra los españoles y vencerlos.

      Los tlaxcaltecas tenían miedo de los españoles porque derrotaron a un tribu muy guerrero. Por eso, adoptan la estrategia de "si no puedes vencerlos, únete a ellos".
