¿Sistema de licencias remunerativas incluso para usos sin fines comerciales? Preferiría que ese sistema no parta de cobros.

Creo que podría ser más amplio: bibliotecas, archivos, centros de documentación y museos.

Es decir: debe ser legal en el país que ocurre. El problema será si el país no ha desarrollado su legislación local.

Esta propuesta cubriría únicamente reproducción o puesta a disposición. ¿Y qué pasa con el uso, el acceso, la preservación, la copia o las obras derivadas -en condiciones específicas, en el marco del trabajo de instituciones culturales-?

Hay que contemplar la cooperación internacional interinstitucional. Por ejemplo entre una biblioteca de un país con un archivo de otro.

¿Qué pasaría si en ninguno de los dos países hay reglamentación de algo que las instituciones culturales requieran? Éste podría ser un problema para la armonización entre países con poco desarrollo legislativo.

¿Qué implica esto cuando el país receptor no tiene las excepciones del país emisor?

La idea es que quede claro qué leyes aplican en el caso de intercambios entre dos países.
