Irritation: basically, without surprise or disappointment there’s no information. Both partners have to be surprised in some way to say communication takes place.
This is a basic tenet of information theory. Interesting to see it appear in a work on writing.

Hey, I'm a PhD in [field] and do [whatever] professionally. Before calling you, I've narrowed down the problem to [something on their end], so that's what needs to be addressed. If I could speak to an engineer about [specific problem], that'd be great; but if we've gotta walk through the script, let's just knock it out quickly. If they end up requiring the script, then the best way to use your expertise is to run through it quickly. Keep the chit-chat to a minimum and just do the stuff efficiently. If they start describing how to perform some step, you might interrupt them with, "Got it, just a sec.", then let them know once you're ready for the next step.

Nowadays when I want technical support I will email my web host and give them all the necessary information, i.e. what I have tried to do to resolve, what I think the problem is etc and usually it is fixed first time within a few hours. If I need urgent assistance I will ring them but 99% of the time email is sufficient and less stressful, rarely do I need to send a second email.

So what can you do to demonstrate your technical knowledge? Well, you are doing the right thing by using the correct technical terms. That will give an indication to the person handling the ticket. Explicitly explaining your role as the administrator or developer should also help.

From experience I can say that professionals will be more forgiving if you go through things at a basic level than amateurs who have no idea what you're talking about, so people will probably err on the side of caution and not assume the customer has a high level of expertise.

If you email helpdesk (us specifically), if you use appropriate technical detail you will probably get someone who knows what they're doing, and will greatly appreciate it. If you call, you will get me only. I will ask you lots of questions, with awkward pauses in between while I write my notes, and at the end of it I probably won't be able to help you. Technical detail is still welcome, but there are some questions I will ask you anyway even if they sound useless to you

Calling over e-mailing has a number of advantages, you're able to empathize with the person and they're able to hear how comfortable you are with the topic over the phone.

In Britain, John Reith, the visionary son of a Scottish clergyman, began to look for an alternative: radio that was controlled neither by the state, as it was in dictatorships, nor by polarizing, profit-seeking companies. Reith’s idea was public radio, funded by taxpayers but independent of the government. It would not only “inform, educate and entertain”; it would facilitate democracy by bringing society together: “The voice of the leaders of thought or action coming to the fireside; the news of the world at the ear of the rustic … the facts of great issues, hitherto distorted by partisan interpretation, now put directly and clearly before them; a return of the City-State of old.” This vision of a radio broadcaster that could create a cohesive yet pluralistic national conversation eventually became the BBC, where Reith was the first director-general.

The internet is not the first promising technology to have quickly turned dystopian. In the early 20th century, radio was greeted with as much enthusiasm as the internet was in the early 21st. Radio will “fuse together all mankind” wrote Velimir Khlebnikov, a Russian futurist poet, in the 1920s. Radio would connect people, end war, promote peace!Almost immediately, a generation of authoritarians learned how to use radio for hate propaganda and social control. In the Soviet Union, radio speakers in apartments and on street corners blared Communist agitprop. The Nazis introduced the Volksempfänger, a cheap wireless radio, to broadcast Hitler’s speeches; in the 1930s, Germany had more radios per capita than anywhere else in the world.** In America, the new information sphere was taken over not by the state but by private media companies chasing ratings—and one of the best ways to get ratings was to promote hatred. Every week, more than 30 million would tune in to the pro-Hitler, anti-Semitic radio broadcasts of Father Charles Coughlin, the Detroit priest who eventually turned against American democracy itself.
There is definitely a history of fast enthusiasm marked by misuse and abuse for many communication technologies.

I will give a modified version of what health care workers were advised during the worst of the shortages. Rotating a few is enough for disinfection. Just let them rest for a few days in a non-airtight container (like a paper bag or a Tupperware container with holes) and replace one only when it no longer fits well or the elastics have gone soft, or if it is soiled. It’s also good to use hand-sanitizer before putting them on and taking them off. Handle them gently, because a good fit is essential to getting the most out of it. My sense from having heard a lot from people using all the other disinfection methods, like heat, is that they just increase the risk of damaging the mask.
They've definitely buried the lede here, but this is the answer everyone will be looking for.

Many people have had to turn to social media to wade through all this, and that is quite unfortunate. There is a lot of excellent expertise out there, and one can find someone with the right credential on almost any claim. But experts with seemingly excellent credentials are contradicting one another all the time, as you saw. Plus, not everyone is equally good at communicating. Further, some discussions among experts — the nitty-gritty about some remote possibility that’s potentially concerning but not a big threat now — can frighten people without the background to appreciate the contexts.
This is a great synopsis of problems in science communication.

People often hear what they think should be said, not the words that are actually spoken. This comes from the tendency of people to think faster than they talk. A listener makes assumptions about what they expect because their minds race ahead. This can be especially problematic when you misinterpret what your boss said.

How do you learn to listen more carefully? One good method is to repeat back what you think you heard. When the boss tells you something, don’t just say, “Okay.” Instead, repeat what you heard him tell you. This is called a briefback. Say, “So, you want me to . . .” If your brief back is not what the boss meant, the boss will let you know right then, and you won’t have wasted a lot of effort on the wrong thing.

Video chat does none of this currently. What's different about looking at each other through a screen? Is it an evolutionary thing, where we just haven't evolved to communicate effectively through video? Sure, we can move information with video chat but can we connect?

Wiki Use that Increases Communication and Collaboration Motivation
(Click on download full text to read.) Through a cooperative learning assignment, University students responded to a case study that implemented use of a Wiki. Results demonstrate that Wiki is an effective communication and collaboration tool (access, structure, versioning) for all individuals (introvert, extrovert). Recommendations and considerations for use in the learning environment were provided. 6/10

An Evaluation of Problem-based Learning Supported by Information and Communication Technology: A Pilot Study
(Under "Viewing Options", select PDF.) In this article, Ernawaty and Sujono (2019) summarize results of a study funded by the Research and Higher Education Directorate of Indonesia. The study aimed to evaluate the cogency of information and communication technologies (ICTs) in problem based learning (PBL) and traditional teaching methods (TTM) based upon learner test scores. The concepts of PBL, TTM, and implications of ICTs are briefly reviewed. Results of the study revealed that PBL with the support of an ICT yielded the highest test scores. (6/10)
